The short answer
A building department doesn’t care where you bought your plans. It cares whether the drawings show enough to prove the house meets the code your jurisdiction has adopted — usually a version of the International Residential Code (IRC) plus local amendments. If the set is complete, Etsy plans can be permitted like any other stock plan. If it isn’t, the reviewer will send it back with a list of what’s missing.

The cover sheet’s drawing index tells you a lot. If you don’t see a foundation plan, a building section or a details sheet listed, expect corrections.
Sheets most often missing from marketplace plans
