How Insulation Rebates Work in 2026

There are three ways to get money back on insulation in 2026: the federal 25C Energy Efficient Home Improvement Credit, IRA-funded HEAR rebates administered by your state, and utility company rebates. These programs can be stacked on the same project for maximum savings.

The 25C tax credit is available to all homeowners regardless of income — 30% of insulation material and installation costs, up to $1,200 per tax year. The HEAR rebate is for households below 150% of Area Median Income and is administered by each state separately through IRA funding.

Do I need an energy audit before getting insulation rebates?
Most HEAR programs require a certified energy audit before rebate approval. The audit identifies the best insulation opportunities and creates a baseline for calculating efficiency improvements. Some states cover audit costs through weatherization programs — ask your state's program administrator.
Can renters get insulation rebates?
HEAR rebates are generally available to both homeowners and renters of single-family homes, with landlord permission. Multifamily properties may have different rules. Renters cannot claim the 25C federal tax credit (which requires homeownership).
What form do I use for the 25C insulation tax credit?
